David Gollaher, Ph.D.
Head of Policy and Government Affairs
David Gollaher, Ph. D., has served as our Head of Policy and Government Affairs since March 2019. Previously, Dr. Gollaher was Vice President of Government Affairs and Policy at Gilead Sciences, Inc. from February 2014 to June 2018 where he worked to expand access to medicines for HIV, HCV and HBV in the U.S., Europe and Asian commercial markets. Dr. Gollaher was also involved in helping to build Gilead Science’s access programs in sub-Saharan Africa, Southeast Asia and Latin America. From June 1985 to June 1992, Dr. Gollaher’s was Vice President of Strategy, Corporate Communications and Business Development at Scripps Clinic and Research Foundation, which he left to found the California Healthcare Institute (now the California Life Sciences Association), an association of biopharma companies and academic research institutions he led for two decades. Dr. Gollaher served as President and Chief Executive Officer of the California Health Institute from September 1993 to January 2014. Currently, Dr. Gollaher serves on the Board of Overseers for Scripps Research and is a Senior Fellow at the Leonard B. Schaeffer Center for Health Policy and Economics at the University of Southern California. Dr. Gollaher received his B.A. in Religious Studies from University of California Santa Barbara, Master of Theological Studies in Comparative Religion from Harvard Divinity School and Ph.D. in the History of American Civilization (science and medicine) from Harvard University.
